Curaçao Gaming Authority Opens Recognition to Independent Test Labs

The CGA Testlabs accreditation process is built on two pillars – technical compliance and corporate compliance. To qualify, a lab must hold a valid ISO/IEC 17025 gambling accreditation, issued by an internationally recognized body such as UKAS or an ILAC MRA signatory. The accreditation must cover core areas like RNG testing, return-to-player (RTP) validation, and game fairness.

On the corporate side, independence is critical. Recognized labs must file a declaration of impartiality, prove there are no conflicts of interest with B2B software suppliers or B2C operators, and submit detailed governance documentation. Only entities free from ties to design or development of gambling products can qualify as CGA test labs.

Once approved, recognition is granted for up to three years, with reporting obligations that require notifying the regulator within three days of material changes, such as corporate restructuring or management turnover. Failure to uphold compliance can lead to certificate withdrawal.

Strategically, this framework introduces a public Register of Recognized Testlabs, which confirms adherence to minimum standards but does not serve as a commercial endorsement. While this creates credibility for labs and operators, the CGA has yet to publish its own technical standards, continuing to rely on frameworks from jurisdictions like the UK, Malta, and Canada. This transitional approach could lead to future regulatory adjustments for stakeholders in the Curaçao gambling regulation landscape.
