Latvia Gambling Market: Digital Shift and Tight Entry Barriers

The Latvia gambling market has developed into a structured and tightly controlled jurisdiction since legalization in 1998. Regulated by the Latvia gaming supervisory authority – the Lotteries and Gambling Supervisory Inspection – the sector combines strict licensing standards with a growing digital footprint. With GGR exceeding US$448m in 2023, Latvia is now experiencing a decisive shift toward interactive gambling.

Under Latvia online gambling regulation, only three core license categories exist: a unified gambling license covering online gambling, casinos, slot machines and sports betting; a land-based venue license; and a B2B live dealer license. All Latvia gambling licences are granted for an indefinite term, subject to annual prolongation payments and ongoing compliance oversight.

Eligibility requirements create high entry thresholds. Operators must establish a Latvian capital company with minimum share capital of approximately US$1.6m, while foreign ownership is generally capped at 49%, with exceptions for EU, EEA and OECD investors. This framework limits market access to well-capitalized and locally structured businesses.

The fiscal model is equally significant. Latvia gambling taxes include a 12% monthly GGR levy for online gambling, rising to 15% from January 2027. Land-based casinos and slot halls are taxed through fixed monthly fees per table or machine, while sports betting is subject to a 15% GGR rate. Player winnings are taxed progressively above defined thresholds.

Advertising is heavily restricted, with promotion largely limited to licensed venues and minimal brand identification. Bonus schemes tied to free participation are prohibited, reinforcing Latvia’s conservative regulatory stance.

Market dynamics show online gambling surpassing land-based revenue in 2025, with interactive play exceeding 50% of licensed income. As physical venues decline and digital channels dominate, the Latvia gambling market is consolidating around remote operations under firm regulatory supervision.
